## New features

- Emergency pause: `PlasmaVaultPauser` `0x7c1E889f389F737992F7e8280d4D3460B4c420F0` lets an account that the pauser’s owner whitelists for a vault pause that vault in one transaction. Each whitelist entry works once, and the pauser can never reopen a vault: a Guardian reopens it on the vault’s access manager.
- Vaults on Base can use Aave V4: supply, use as collateral, borrow and value the position.

## Deployments

- Fusion Factory v9 on Base. The factory proxy stays at `0x1455717668fA96534f675856347A973fA907e922`; its implementation is now `IporFusionFactoryImpl` `0x378fEb2E96082FB965E2BB922AEE484d07c14014`. Vaults created from now on use `PlasmaVaultBase` `0xe68934EA0B3d3e06BD74d0E4565A4a6435B5c5DE` and `IporFusionAccessManagerBase` `0x57C14397A529D71c48d59E774589aFC55747AAe4`.
